The PANYNJ owns and operates the WTC Central Chiller Plant (CCP) located in Battery Park Memorial Plaza. The CCP uses water from the Hudson River to generate chilled water which is utilized for space cooling at the WTC site. The sluice gates control river water flow and are in need of replacement. As part of the replacement process, portions of the Battery Park Esplanade will need to be closed to pedestrians and Maintenance of Traffic (MOT) will be designed for those closures.
